Maybe a DNS issue, could try changing your DNS on you pc to 8.8.8.8 and 8.8.4.4 (DNS is basically the phone book for pcs the ones above are googles address books) and run cmd then Ipconfig /flushdns. might be worth in CMD also running a tracert google.com or youtube.com see how many hops it takes to google and timing :)
